This Regulatory Investment Test for Distribution (RIT-D) arises because the reliability, age and condition of the Footscray West Zone Substation assets are exposing customers to an increased loss of supply risk.
 

Non-network options Screening Notice

In accordance with clause 5.17.4 of the National Electricity Rules (NER), the first stage of the RIT-D process is to screen and determine if a non-network option is or forms a significant part of a potential credible option to address the identified need (i.e. network problem or limitation) on the network.

If a credible non-network option is identified then a non-network options report is required to be published for consultation. However, if it has been investigated and determined that no non-network option can form a significant part of a potential credible option, then a non-network options screening notice is required to be published. Published below is Jemena’s non-network options screening report for Footscray West Zone Substation Switchgear and Relay condition.

 

Draft Project Assessment Report

This document is Jemena Electricity Network’s (JEN) Footscray West Zone Substation Switchgear and Relay condition (Stage 2). In accordance with the requirements of the National Electricity Rules this report describes:

  • the identified need in relation to the Footscray West area network;
  • the credible options assessed that may address the identified need;
  • the methodologies used to quantify market benefits;
  • the net present value assessment results for the potential credible options assessed; and
  • the technical characteristics of the proposed preferred credible option.

All submissions and enquires relating to this draft project assessment report must be lodged with us on or before 14 February 2020.

 

Reapplication of RIT-D

Clause 5.17.4(t) of the NER, outlines that if:

  • a RIT-D proponent has published a final project assessment report;
  • the proponent still wishes to undertake the RIT-D project to address the identified need; and
  • there has been a material change in circumstances which, in the reasonable opinion of the RIT-D proponent, means that the preferred option identified in the final project assessment report is no longer the preferred option;

then the RIT-D proponent must reapply the RIT-D to the project.

JEN’s final project assessment report for this project was included as part of its 2020 DAPR and we still wish to proceed with this project to address the identified need. Further, we consider there has been a material change in circumstances for this project because the preferred option identified in the final project assessment report (switchboard replacement) is no longer the preferred option.

We consider all three limbs of clause 5.17.4(t) of the NER have been met and we have therefore opted to reapply this RIT-D.

 

Updated Non-network options Screening Notice

As noted above, in accordance with clause 5.17.4 of the NER, the first stage of the RIT-D process is to screen and determine if a non-network option is or forms a significant part of a potential credible option to address the identified need (i.e. network problem or limitation) on the network. Published below is Jemena’s updated non-network options screening report for Footscray West Zone Substation Switchgear and Relay condition.

 

Updated Draft Project Assessment Report

Published below is Jemena’s updated Draft Project Assessemnt Report (DPAR) for Footscray West Zone Substation Switchgear and Relay condition.

In accordance with the requirements of the National Electricity Rules this report describes:

  • the identified need in relation to the Footscray West area network;
  • the credible options assessed that may address the identified need;
  • the methodologies used to quantify market benefits;
  • the net present value assessment results for the potential credible options assessed; and
  • the technical characteristics of the proposed preferred credible option.

All submissions and enquires relating to this DPAR must be lodged with us on or before 16 December 2022.

Updated Final Project Assessment Report

Published below is Jemena’s updated Final Project Assessemnt Report (FPAR) for Footscray West Zone Substation Switchgear and Relay condition which concludes the RIT-D consultation process.

FPAR is prepared under clause 5.17.4(o) of the National Electricity Rules (NER) forms Stage 3 of the Regulatory Investment Test for Distribution (RIT-D) consultation process. It sets out the matters detailed in the Draft Project Assessment Report (DPAR) published on 26 October 2022, and summarises the submissions received on that report.

In accordance with clause 5.17.5 of the NER, within 30 days of the date of publication of this FPAR, any party disputing the conclusion made in this FPAR should give notice of the dispute in writing setting out the grounds for the dispute (the dispute notice) to the AER.

Jemena will  proceed to implement the preferred option if there are no dispute notices received before 22 June 2023.
