Subdivisions

Councils, as Responsible Authorities, use the online system SPEAR (Surveying and Planning through Electronic Applications and Referrals) to receive, manage, refer, and approve Subdivision applications. Councils, ultimately issue a Statement of Compliance to permit Lodgement at Land Use Victoria for Registration of the Subdivision.

Subdivision Process

Jemena is a Referral Authority to the subdivision process in SPEAR.  Jemena reviews the application for a Plan of Subdivision to ensure each lot in the subdivision will have secure access to electricity supply and that any safety and regulatory obligations are managed.

These obligations are to ensure safe and reliable electricity supply in Victoria as captured in the following regulations:

  • Victorian Service and Installation Rules (VSIR’s)
  • Electricity Safety (General) Regulations 2019
  • Subdivisions Act 1988
  • Planning and Environment Act 1987
  • Electricity Industry Act 2000
